I have the honour to inform you that I am

in receipt of a letter from Military Headquarters stating:

"On 21st July the Hong Kong Government

captured the famous brigand Lou Lun of T'o Kou District

Tung Kun.

The Canton Lunicipal Police Department has been

instructed to send an official to Hong Kong to bring him

back and it is requested that you will at once negotiate

with the Hong Kong Government for his extradition as he

must be brought back for punishment.

I have the honour to request that you will

at once move the Hong Kong Government to hand over Lou Lun to the official sent by the Canton Police in order that he may be brought back to Kwangtung for trial and that you

will favour me with a reply.
